Instructional Materials Review and Approval (IMRA)

IMRA 2024

The new Instructional Materials Review and Approval (IMRA) process replaces the former State Board of Education (SBOE) Proclamation and the Texas Resource Review (TRR) processes. IMRA was enacted under House Bill 1605 and brings new components to a single, SBOE-governed review of instructional materials. The first reviews conducted under the process this year will evaluate English and Spanish language arts and reading products for grades K–5 (including phonics products in grades K–3) and mathematics products for grades K–12.

Following the review of instructional materials, SBOE voted in November 2024 to add materials to a list of approved instructional materials. Any instructional materials added to that list will be eligible for the new funding entitlements outlined in HB 1605. For school systems, this means access to an additional $540 million in instructional materials formula funding, on top of the funds already allocated via the Instructional Materials & Technology Allotment (IMTA).

SBOE IMRA 2024 Timeline

  • September 2024 - SBOE reviewed the reviewer reports and all public feedback. Public testimony was taken on any of the materials under consideration.

  • November 2024 - SBOE voted and decided to place instructional materials on the approved list, take no action, or place materials on the rejected list.

  • December 16, 2024 - Bluebonnet materials are available to requisition in EMAT.

  • May 2025* - Materials will be available in EMAT site for districts to requisition SBOE-approved instructional materials, if school systems are choosing new materials to adopt locally. *EMAT is typically closed for approximately 6 - 8 weeks for maintenance around this time.

  • July 2025 - New instructional materials are shipped, and school systems conduct professional development to orient teachers to the new materials.

  • August 2025 - School systems begin implementation of new materials in classrooms.

Suggested Timeline for Districts

  • December 2024 - Review the new website by TEA for relevant information (see image above) to assist in materials selection.

  • December 2024 - January 2025 - Assemble IM Committee (suggested members: District IM Coordinator, Finance, Purchasing, Superintendent, Technology, Curriculum, Instructional Staff). Check to see if your district has set guidelines for this. Most seem to ask for volunteers.

  • January 22-23, 2025 - Attend Instructional Materials Showcase at Region 10

  • February/March 2025 - LEAs approve procurement of new instructional materials by their local boards.

  • Complete/submit the TEKS Certification Form (complete by May 1.) The Certification Process is required to gain access to allotment funds. **This should also be a part of the Board of Trustee’s ratification process.**

  • EMAT normally closes at the end of March for approximately 6-8 weeks for annual maintenance.

  • Spring 2025 - Order materials

  • July 2025 - New instructional materials are delivered, and LEAs conduct PD to orient teachers to the new materials
