PNPs are not Title I schools.

• Students, not schools, are eligible.
• PNP schools are NOT Targeted Assistance schools.
• Title I schoolwide programs may not be operated in PNP schools.

Services follow students.

• Services are provided by LEA where eligible students reside.
• Participating students may attend PNP schools inside or outside
  LEA boundaries.
• This aspect makes Title I, Part A services different from all
  other federal program services available to eligible PNP school students.
  

Service providers (an organization or agency selected to provide the services) are
determined through consultation. They may be:

• the LEA.
• a third party contractor who must abide by LEA guidelines for contracted services.
• another party arranged through a Shared Services Arrangement, as a
  local consortium, or other arrangement.
