Region 10 acts as the fiscal agent for Shared Service Arrangements (SSA) members. The Office of Federal Programs manages the following SSA grants:

As the fiscal agent of a SSA, Region 10 submits grant applications, compliance reports, financial reports, and all other required documentation to the TEA.

EDGAR requires subgrantees to take specific steps to seek approval or document intent before expending federal funds on certain activities. TEA has developed different forms to help LEAs meet these requirements. Refer to each section below for guidance on how to complete and submit the forms. TEA will provide a formal response for each request submitted.
Most of the forms are now maintained, or will be in the future, in a secure, automated, online system called EDGAR Forms WorkApp System. This new automated system will track the submission, review, and approval of forms and should expedite the entire process.
Region 10 will support SSA members in the completion of these forms. Please contact Dr. Abigail Hobart if you need support with submission of a required TEA form.

This ESSA entitlement provides supplemental resources to schools with high concentrations of students from low-income families, allowing LEAs to provide a high-quality education that will enable all children to meet the state's student performance standards. Title I, Part A provides support to schools in implementing either a school-wide program or a targeted assistance program and requires that these programs use effective methods and instructional strategies that are grounded in scientifically based research.
The Region 10 Title I, A SSA provides support to both Schoolwide and Targeted Assistance Programs. SSA members receive training, technical assistance and support on Title I, A program implementation, financial compliance, and evaluation support.
Region 10 acts as the fiscal agent for the district Title I set-aside funds for private, non-profit schools and provides direct service to the private, non-profit schools. This includes handling all negotiations with the PNPs, assisting with student identification, ensuring all federal guidelines are followed, processing all financial requests, and reporting to the LEA at the end of the year.

The purpose of the Migrant Education Program (MEP) is to design and support programs that help migrant students overcome the challenges of mobility, cultural and language barriers, social isolation, and other difficulties associated with a migratory lifestyle. These efforts are aimed at helping migrant students succeed in school and successfully transition to postsecondary education or employment.
The Region 10 MEP SSA is a 100% membership option. Should your LEA choose to join the 100% membership, Region 10 implements the migrant program in its entirety.

Title II, Part A provides supplemental funding to provide professional support for teachers and school leaders. The program purpose is to elevate teacher and principal quality through recruitment, hiring and retention strategies and to increase the number of effective teachers in the classroom and school leaders in schools. The program uses evidence based professional development interventions and holds districts and schools accountable for improvements in student academic performance.
Membership in this SSA allows Region 10 school districts to access the Regional Cooperative Services (RCS) trainings throughout Region 10. District staff are eligible to attend all RCS trainings at Region 10, attend cluster meetings around the region, and access web based trainings. At the district’s request Region 10 staff will provide customized training at your district locations. Please use the calendar of events link to see what opportunities are available to your district.
Region 10 acts as the contact for all private, non-profit school needs and requests on behalf of the member district. The ESC consults with private schools and provides professional development services as appropriate including registrations, travel arrangements, professional development materials and contracting with professional development providers.

Title III, Part A aims to ensure that English Learners (EL) and immigrant students attain English language proficiency and meet the same challenging State academic content and student academic achievement standards all children are expected to meet.
Region 10 offers shared service arrangements for both the Title III, EL and Title III, Immigrant grant programs. As a member of the Title III, ELand/or Immigrant SSAs Region 10 provides the LEA with professional development related to ELs and immigrant students; program planning and evaluation assistance; parental involvement activities; coordination with other service providers as needed; and supplemental program development related to dual language, inclusion, bilingual and ESL formats.

Title IV, Part A Student Support and Academic Enrichment grants are designed to improve the academic achievement of all students by increasing the capacity of LEAs, schools, and communities to (1) provide all students with access to a well-rounded education, (2) improve school conditions for student learning, and (3) improve the use of technology in order to enhance academic outcomes and digital literacy of students. The Region 10 Title IV, A SSA provides training, technical assistance and support on Title IV, A program implementation, financial compliance, and evaluation support.
