History

The purpose of the program is to provide services or assistance to eligible private nonprofit schools (PNPs) to address educational disruptions caused by COVID-19. By creating a separate reservation of funds for this purpose, Congress reiterated the need for PNPs to participate in emergency education relief programs by establishing a separate program under GEER II, rather than relying on the equitable services requirements that typically apply to elementary and secondary formula grant programs. Consequently, school districts are not required to provide equitable services for funds received under the CRRSA Act, though equitable services requirements continue to apply to CARES Act ESSER I program.

03/26/2021: TEA releases EANS application to PNPs; TEA notifies PNPs through email via the PNP listserv and TEPSAC/TPSA
05/28/2021: PNP applications due to TEA; TEA must approve/deny PNP applications within 30 days of receipt
06/28/2021: Last day for TEA to approve PNP applications
07/23/2021: Final day for TEA to announce amounts of Services for eligible PNPs
08/23/2021: Approved PNPs will begin to receive EANS Round 1 services, if not before, from the contracted public entity selected by TEA
08/30/2021: TEA will open a second round of applications for EANS I services; more information will be forthcoming
10/08/2021: Last day to submit D1 for reimbursement for prior expenses.
10/11/2021: PNP applications due to TEA for EANS I Round Two
01/25/2022 2: EANS 1 Round 2 Zoom

When, after approval of application, it is determined that Emergency Assistance to Non-Public Schools (EANS) funds will be spent on equipment for use at the private school, the following procedures are to be followed:
- Equipment purchased with EANS funds is the property of Region 10 and is at the private school on a loan.
- Non-public schools will submit an inventory of equipment and a physical inventory will be conducted of inventory at least once each calendar year.
- Equipment purchased with EANS funds must be used for grant purposes only and cannot be used in religious instruction or activities (limited to secular, neutral, and non-ideological purposes)
- Equipment purchased or reimbursed with EANS funds is now the property of Region 10, that it will be added to the campus EANS inventory, and it is subject to collection at the end of the grant period.
- School MUST accept the attestation on Class Wallet to access their allocations.

Materials Delivery Form

Submit Materials Delivery Form within 10 business days of receiving reimbursement or materials and will be submitted via the electronic link schools receive after the check has been mailed (reimbursement) or after the materials/services have been received (Direct Pay).
EANS Direct Pay

Requests for Future Assistance or Services
- Request for Future Assistance of Services.
- Class Wallet will make payments directly to vendors on behalf of the Non-Public Schools.
- Allow a minimum of four weeks to receive products. Due to high demand, some products may take longer to receive.
- Must complete and submit materials delivered form within 10 business days of receiving materials.

Our business office policy is - Materials Delivery Form and packing slip must be uploaded within 10 business days of receiving to be in compliance with Grant requirements.

Vendors

Please work with the school directly. The school can request that you be added as a vendor.

This is NOT an approved vendor list by Texas Education Agency or Region 10 ESC.

The non public school choses the vendor for EANS services. Region 10 will make every effort to use the vendor of the schools choice, however reserve the right to choose a different vendor to:
- Follow federal and state procurement laws.
- Follow your school’s purchasing guidelines.
- Follow ethics and avoid conflicts of interest guidelines.
- Region 10 will work with the school AND Vendor on a purchase order for all D3 request.
