The Region 10 Bilingual/ESL Cooperative services member districts by providing Bilingual/ESL support and staff development. In carrying out activities with Title III, Part A funds, the LEA (district) must use scientifically based research approaches and methodologies to teach limited English proficient children and immigrant children and youth. On-site services are provided to Bilingual/ESL cooperative members at their request. In addition, professional development opportunities are offered at the Region 10 Education Service Center and other locations throughout the Region 10 area Cooperative members are encouraged to take advantage of current cluster offerings held near their area:
schedule of current cluster trainings.
District participation in the cooperative requires an annual membership.
Compliance and state required activities/trainings, are open to all districts whether or not they are enrolled in the Region 10 Bilingual/ESL cooperative.

Goal of Bilingual Program:
To enable limited English proficient students to become competent in the comprehension, speaking, reading, and composition of the English language through the development of literacy and academic skills in the primary language and English. Such programs shall emphasize the mastery of English language skills, mathematics, science and social studies, as integral parts of the academic goals for all students to enable limited English proficient students to participate equitably in school.

To enable limited English proficient students to become competent in the comprehension, speaking, reading, and composition of the English language through the integrated use of second language methods. The English as a second language program shall emphasize the mastery of English language skills, mathematics, science and social studies, as an integral part of the academic goals for all students to enable limited English proficient students to participate equitably in school.
